    Promoting lifelong learning is part of the Lisbon Strategy, which sets targets for economic growth, competitiveness and social inclusion. Although the Member States recognise the importance of lifelong learning, the number of adult learners in Europe today remains below the target set by the Member States. In this Communication the Commission encourages Member States to ensure the quality of their adult learning systems and their overall skills levels. Better adult learning can play a key role in vocational training in Europe and in the social inclusion of groups which are at a disadvantage on the labour market, such as migrants and older people, who are growing in number in Europe. Moreover, improvements in adult learning are a considerable advantage for both individuals and society. Raising overall skills levels helps to improve economic indicators, such as productivity and unemployment, and social indicators, such as civic participation, criminality and healthcare costs. Adult learning concerns underqualified people or those whose professional skills are obsolete. This Action Plan aims to make it possible for them to acquire key competences at all stages in their lives

    The Action Plan provided a set of common priorities to be encouraged in the adult learning sector of Europe, introduced the sector to the Open Method of Coordination and encouraged closer European cooperation between its diverse actors. It defined concrete actions which the European Commission and Member States should seek to implement in order to increase participation in and quality of adult learning, and develop efficient systems that reach all adults and involve all relevant stakeholders.

Title V Lifelong Learning, Art.280 (2) states "Lifelong learning means all learning activities carried out by each person throughout life in formal, non-formal and informal training purposes or skills development from a multiple perspective: personal, civic, social or occupational." Article 281 (1) states that "the main goals of lifelong learning are aimed at developing full sustainable development of the individual and society." Article 288 refers to "main tasks in the field of lifelong learning" and at Article 288e includes "non-professional education of adults and the elderly". Titlul V Învăţărea pe tot parcursul vietii. Articolul 280 (2) statele " Educaţia permanentă reprezintă totalitatea activităţilor de învăţare realizate de fiecare persoană pe parcursul vieţii în contexte formale, non-formale şi informale, în scopul formării sau dezvoltării competenţelor dintr-o multiplă perspectivă: personală, civică, socială sau ocupaţională." Article 281 (1) se referă la " Finalităţile principale ale învăţării pe tot parcursul vieţii vizează dezvoltarea plenară a persoanei şi dezvoltarea durabilă a societăţii." Articolul 288 se referă la "are ca atribuţii principale, în domeniul învăţării pe tot parcursul vieţii" și la articolul 288 (e) include "a politicilor în domeniul educaţiei non-profesionale a adulţilor şi vârstnicilor."

    Representatives of the Member States of the United Nations Economic Commission for Europe (UNECE), gathered at the Ministerial Conference on Ageing from 19 to 20 September 2012 in Vienna, Austria, reaffirmed their commitment made in the Berlin Ministerial Declaration in 2002 and subsequently confirmed in the León Ministerial Declaration in 2007 to implement the Regional Implementation Strategy (RIS) of the Madrid International Plan of Action on Ageing (MIPAA).
